Federal law, I believe, can’t require a paid membership as precursor to alcohol purchases. Or something like that.

Cathy – Sam’s Club has always checked member IDs at its food counter. And you must be a member to purchase any items at Costco, including its Optical Department. The only exception is the pharmacy. -BKC
